Camp Rules
Rules & Guidelines for user groups
Camp Winchell Coulee is used by many groups so we rely on the co-operation of everyone to ensure that the beauty and safety of the Camp is maintained. Therefore, we expect everyone to conduct themselves in a responsible manner by showing respect to the Buildings and Surrounding Environment, as well as each other. Please pitch in and do your part by leaving the Camp better than you found it. Neglecting to do so will result in a cleanup fee of a minimum $75.00 being deducted from your group’s damage deposit. Those failing to comply with the following rules and any posted regulations inside any building may be asked to leave without compensation and forfeit their DEPOSIT. Appropriate charges will also be applied for any damage, vandalism, or loss of any equipment.
At the earliest opportunity after arrival all groups must gather and instruct all attendees where the Camp Muster Point is located (outside main gate on the east side) and perform a FIRE DRILL so everyone is aware of exits and procedures.
#1: Respect Nature's Creation
This camp property was established for youth groups to enjoy Nature’s creation. We
expect everyone to respect Nature’s handiwork and not pick, pull or otherwise destroy it.
#2: Complete the Checklist
All groups must fill out a “CHECKLIST” for either the Longhouse or Cook Shelter {Tenting Area) upon arrival to Camp. If you notice any damage or buildings not cleaned properly, the booking coordinator must be contacted IMMEDIATELY. Failure to do so may result in your group paying for damages done by someone else. The checklist for tenting area is found inside Cook Shelter, for the Longhouse it is in a grey binder on the wall as you enter the longhouse.
#3: No Dangerous Activities
There will be no dangerous activities allowed on the camp property.
#4: Scouts Canada Rules
Scout Canada rules still apply anytime SC youth are on the premises. Abiding by Scouts Canada Drug and Alcohol Policy, alcohol and prescribed drugs are only allowed when there are no Scouts or Scouting activities ongoing. There will be no open smoking of any legal, or medicinal drugs, in public areas of the camp; this is only allowed outside camp property.
#5: No Smoking Rules
There will be no smoking in any of the buildings, including the outbuildings, or within 10 M of any youth. All cigarette butts must be properly disposed of (not in the outbuilding or on the ground). Cigarette butts may be disposed of in the firepit.
#6: Parking
All vehicles are to be parked in parking areas within the Camp property. No off-road vehicles will be allowed. There are only 2 vehicles allowed to park in Front of Longhouse, all other vehicles must park in Parking lot. Please do not park near flagpole or Cook Shelter.
#7: Camp Fires
Fires may only be lit in designated fire pits only. If fires are lit anywhere else your group will forfeit your damage deposit. Please make sure your fires are out.
#8: Firewood
All groups are responsible to replace ALL chopped firewood that has been burnt. Only chopped firewood provided by the Camp, or firewood provided by the renter may be used (please, no standing dead fall). Anyone who is caught felling a live tree will lose the camp deposit as well as be charged to replace that tree.
#9: Music
All radios, tape players, etc. are to be used with discretion, both in terms of volume and in timing. Please, no loud music after 10:00 P.M.
#10: Pets
Pets are not allowed in ANY buildings. (Registered Service Animals are exempt)
#11: Emergency Equipment
ALL emergency equipment (first aid kit, Fire alarms, fire extinguishers, etc.) to be used for emergencies only. Misuse will result in loss of deposit and replacement charge.
#12: Fire Alarm
In the event of a Fire Alarm, please evacuate the Building Immediately and proceed to Muster Point. Call 911 if necessary (additional phone in Cook Shelter). If you are certain that there is no fire, please follow the procedure list on the Fire Safety Plan inside the checklist binder (In Boot Room). Please fill out a Fire Alarm Incident report.
IF A FIRE ALARM PULL STATION IS ACTIVATED BY HORSEPLAY OR FALSE ALARM, THE RENTAL GROUP IS LIABLE FOR THE EXPENSES INCURRED TO HAVE ELECTRICIAN COME IN AND REPLACE GLASS PIECE IN THE PULL BOX.
#13: Youth Supervision
Youth must be adequately supervised AT ALL TIMES.
#14: Cleaning Expectations
All rental groups must clean buildings to current AHS and/or Scouts Canada Standards and follow the checklist for closing out your group. There are sanitation supplies in the longhouse. When checked out, it does not necessarily stop your group from being charged for damage or cleaning and sanitizing to AHS and/or Scouts Canada Standards. There will be a loss of damage deposit for having to send someone out to clean up facility or to repair damage found to Doors, walls, tables etc.
#15: No Food In sleeping area
There is to be no food or drinks allowed in the Sleeping area.
#16: Garbage Pickup
ALL garbage must be picked up and taken offsite to be disposed of at an appropriate facility. Garbage may not be burnt or disposed of at Camp. Fire pit must be clean of debris. Please do not put Feminine products or Garbage in the Outhouse tank.
ALL RENTAL GROUPS MUST HAUL THEIR GARBAGE BAGS OUT. THERE WILL BE $75.00 DEDUCTED FROM CAMP DEPOSIT IF ANY GARBAGE IS LEFT IN THE LONGHOUSE OR COOK SHELTER.
#17: Windows & Doors
ALL windows and doors in buildings must be shut and locked; as well as gatesshut and locks on gateslocked when you leave the premises. Please set the furnaces to 16 degrees (12 in summer) and lower the water heaters to Vacation.
#18: Notice of Cancellation
Notice of Cancellation must be given to the Booking Coordinator within 1 week of Camp Date. If the Camp Booking Coordinator is not notified by this time and the Group cancels, then the Camp Rental Fee will not be returned. If inclement weather prevails, and the group’s camp is canceled, Camp Committee must be notified within 48 hrs. of the Camp Booking. We will then try to accommodate the group to another weekend. Anything lessthan 48 hrs. would have to be discussed with the Camp Committee and Time may not be Available for Discussion. and fees may be applicable.
#19: Keys
If keys are lost, the renter will be charged the total cost to re-key / replace all locks.
#20: Fire Hazard Rating
All rental groups should check with the Fire Hazard Rating according to Alberta Environment and Mountain View County before you leave for Camp.

If the Fire Hazard is extreme, orifthere is a fire ban on, allRental groups must obey this and NO FIRES ARE ALLOWED. There is a $10,000 fine for anyone disobeying this and Camp will not be held responsible.
#21: Special Projects
All Rental groups must okay any special projects (i.e. Rocket Launching, Zip-lines, snowmobiling etc) with Camp committee ahead of time, and must sign a waiver releasing Camp Winchell Coulee Association from all indemnity.

#22: Archery & Tomahawk throw area
Any rental group utilizing the Archery or Tomahawk throw area must provide their own properly qualified and Certified Rangemaster. While active, the range must be kept roped off to prevent unauthorized intrusion.
#23: Water Well
There is a water well onCamp property, close to theCook Shelter. Please do not let water run and do not attach a hose to this Hydrant. The pump is electric and all you have to do is unlock and lift up handle. This is a winter well and water is available year-round.
#24: Telephone
There is a telephone located in Cook Shelter and in Longhouse. It is for Local Calls Only. The number is 403-637-0036. This is for parents to call in case of Emergencies.
#35: Survey markers
There is survey tape around different obstacles and barbed wire areas, please do not destroy or take down for your safety. Please make sure to tell your youth to leave any and all survey markers/sticks where they are. Renters are not allowed in the area of the personal RV’s. Failure to do so may revoke your camp and any other future camp plus the loss of your Damage Deposit.
